鄒崇銘 ﹕ 查 找 失 蹤 人 口 聶 德 權




為 期 四 個 月 的 《 人 口 政 策 》 諮 詢 期 , 在 2 月 23 日 宣 告 完 結 。 眾 所 周 知 , 作 為 問 責 官 員 的 政 務 司 司 長 林 鄭 月 娥 已 於 去 年 11 月 「 臨 危 授 命 」 , 撐 起 了 政 制 改 革 諮 詢 的 大 旗 ; 至 於 幕 後 主 腦 的 「 政 務 司 司 長 私 人 辦 公 室 專 員 ( 特 別 職 務 ) 」 、 前 社 會 福 利 署 署 長 聶 德 權 , 亦 早 於 去 年 12 月 3 日 , 獲 宣 布 接 替 黃 偉 綸 成 為 新 聞 處 長 。 《 人 口 政 策 》 諮 詢 期 尚 未 完 結 , 聶 德 權 已 經 以 候 任 新 聞 處 長 身 分 , 隨 梁 振 英 到 廣 東 省 進 行 訪 問 , 更 遑 論 日 後 會 就 公 眾 意 見 進 行 分 析 。 對 於 一 個 如 斯 重 要 的 政 策 範 疇 , 主 責 官 員 竟 然 在 諮 詢 未 完 前 相 繼 另 有 高 就 , 難 免 令 人 感 到 萬 分 狐 疑 , 其 實 這 個 諮 詢 還 是 否 存 在 , 抑 或 根 本 從 來 也 沒 有 存 在 過 ?

猶 記 得 聶 德 權 的 新 職 務 , 乃 是 和 新 聞 統 籌 專 員 馮 煒 光 的 新 任 命 同 時 公 布 的 。 但 到 底 是 對 這 位 梁 班 子 的 「 超 級 新 星 」 加 以 配 合 , 抑 或 是 對 其 工 作 進 行 監 督 ? 答 案 自 然 只 有 三 個 字 : 「 無 可 奉 告 ! 」

或 許 首 先 要 怪 罪 的 都 是 我 自 己 。 在 特 區 政 府 推 出 這 份 稱 為 《 集 思 港 益 》 的 「 人 口 政 策 公 眾 參 與 文 件 」 時 , 還 竟 然 誤 信 以 為 真 , 以 為 政 府 真 的 會 認 真 對 待 人 口 問 題 。 眾 所 周 知 , 隨 近 年 中 港 融 合 的 步 伐 加 快 , 跨 境 流 動 急 增 乃 是 大 勢 所 趨 , 從 移 民 政 策 到 香 港 城 市 容 積 , 都 是 香 港 迫 切 面 對 、 刻 不 容 緩 的 大 課 題 。 自 從 有 了 自 由 行 和 CEPA 等 政 策 , 固 然 為 香 港 帶 來 了 短 期 巨 大 商 機 , 但 同 時 亦 構 成 了 沉 重 的 社 會 成 本 。 假 如 政 府 願 意 正 面 和 認 真 處 理 , 則 流 於 兩 極 化 和 情 緒 化 的 族 群 衝 突 , 就 算 不 能 徹 底 消 除 , 亦 可 略 為 有 所 紓 緩 。

《 人 口 政 策 》 大 龍 鳳

去 年 10 月 , 打 開 《 人 口 政 策 》 文 件 一 看 , 我 的 心 便 已 經 沉 了 一 大 截 。 首 先 , 這 份 圖 片 極 為 精 美 的 小 冊 子 , 內 裏 的 文 字 部 分 卻 貧 乏 得 可 以 ; 事 實 上 正 是 由 於 彩 圖 極 多 的 關 係 , 要 下 載 這 份 重 達 百 多 Mb 的 pdf 檔 案 , 就 算 電 腦 慢 一 點 也 完 成 不 了 。 其 次 , 當 中 既 略 呈 官 腔 、 又 略 帶 胡 扯 的 措 辭 和 口 吻 , 似 乎 出 於 人 口 政 策 督 導 委 員 會 的 集 體 創 作 , 最 終 交 由 政 務 官 進 行 會 議 摘 要 式 的 記 錄 。 因 此 整 份 文 件 雖 觸 及 教 育 、 移 民 、 家 庭 、 長 者 等 等 眾 多 範 疇 , 但 每 項 均 只 作 蜻 蜓 點 水 式 的 泛 泛 討 論 , 亦 沒 有 太 多 具 體 政 策 方 向 和 落 實 措 施 。

最 後 , 觀 乎 數 月 來 《 人 口 政 策 》 文 件 的 報 道 , 政 府 的 關 注 焦 點 來 來 去 去 卻 只 得 一 個 : 就 是 香 港 部 分 行 業 正 面 對 嚴 重 勞 工 短 缺 ; 而 「 真 正 」 的 解 決 方 法 亦 只 得 一 個 : 就 是 擴 大 現 行 的 輸 入 外 勞 計 劃 。 也 就 是 說 , 做 一 場 所 謂 《 人 口 政 策 》 的 大 龍 鳳 , 戲 軌 其 實 只 得 一 條 : 即 香 港 人 力 資 源 質 與 量 的 問 題 ; 而 整 齣 戲 「 內 定 」 的 主 角 也 就 只 得 一 個 : 就 是 要 鳴 鑼 開 道 迎 接 未 來 的 輸 入 外 勞 。 最 難 得 是 督 導 委 員 會 內 一 眾 社 會 賢 達 、 專 家 教 授 , 竟 也 願 意 紛 紛 粉 墨 登 場 撐 場 , 貼 貼 服 服 地 擔 當 跑 龍 套 的 小 腳 色 。

輸 入 更 多 外 勞 ?

有 趣 的 是 , 曾 一 度 是 政 府 御 用 智 庫 的 智 經 研 究 中 心 , 最 近 卻 就 被 視 為 重 災 區 的 建 造 業 , 是 否 存 在 勞 工 短 缺 大 唱 反 調 。 「 若 說 建 造 業 人 力 不 足 導 致 工 資 高 漲 , 看 來 也 欠 缺 說 服 力 … … 2007 年 政 府 提 出 推 動 十 大 基 建 , 各 項 公 共 工 程 陸 續 展 開 , 建 造 業 失 業 率 回 落 至 2011 年 6 至 8 月 的 4.2% , 註 冊 建 造 業 工 人 在 2011 年 亦 超 過 28 萬 人 。 當 時 政 府 評 估 未 來 十 年 建 造 業 人 手 供 求 , 認 為 工 人 人 數 已 經 足 夠 。 2008 年 以 來 建 造 業 失 業 率 一 直 高 於 其 他 行 業 , 2012 年 失 業 率 為 4.9% , 就 業 不 足 率 高 達 7.9% , 明 顯 高 於 整 體 3.3% 的 失 業 率 及 1.5% 的 就 業 不 足 率 , 不 似 出 現 人 手 荒 。 政 府 現 時 鼓 勵 新 人 入 行 , 到 日 後 十 大 工 程 結 束 , 甚 至 可 能 出 現 更 多 「 有 人 冇 工 開 」 的 問 題 。 」 ( 《 智 經 時 事 分 析 》 , 2 月 12 日 )

另 一 邊 廂 , 財 政 司 長 曾 俊 華 則 在 2 月 16 日 的 網 誌 中 , 暫 且 充 當 了 林 鄭 的 替 工 , 為 輸 入 外 勞 保 駕 護 航 。 但 他 所 提 出 的 理 據 , 卻 竟 然 是 ( 又 一 次 ! ) 應 以 新 加 坡 為 楷 模 。 「 新 加 坡 在 過 去 十 年 大 量 輸 入 高 中 低 層 次 的 人 才 , 現 時 有 超 過 一 百 二 十 萬 外 來 勞 工 , 佔 工 作 人 口 超 過 三 分 之 一 。 另 外 新 加 坡 也 大 量 填 海 造 地 , 過 去 十 年 土 地 增 加 了 差 不 多 30 平 方 公 里 。 」 但 作 為 香 港 最 高 級 的 財 金 官 員 , 財 爺 卻 彷 彿 忘 記 了 , 就 在 剛 好 一 個 月 之 前 , 曾 準 確 預 測 美 國 樓 市 及 信 貸 泡 沫 的 Jesse Colombo , 方 才 在 《 福 布 斯 》 的 專 欄 警 告 , 新 加 坡 正 邁 向 類 似 「 冰 島 式 」 的 泡 沫 爆 破 危 機 !

畢 竟 , 財 爺 的 網 誌 還 披 露 了 另 一 重 要 信 息 , 就 是 在 管 治 者 的 眼 中 , 「 勞 動 力 和 土 地 是 兩 個 最 重 要 的 生 產 要 素 ( factors of production ) 」 。 人 作 為 人 , 對 在 上 位 者 只 是 服 務 於 經 濟 發 展 的 原 材 料 而 已 ; 因 此 號 稱 「 以 人 為 本 」 的 《 人 口 政 策 》 , 自 然 亦 只 是 一 份 「 以 銀 為 本 」 的 宣 言 ! 當 然 , 這 些 早 皆 是 司 馬 昭 之 心 , 路 人 皆 見 ; 我 在 諮 詢 期 完 結 還 要 重 提 這 一 筆 , 也 深 感 自 己 未 免 過 分 天 真 了 吧 。

「 以 銀 為 本 」 的 《 人 口 政 策 》

俱 往 矣 ! 都 只 能 怪 自 己 自 作 多 情 。 在 梁 振 英 上 台 前 後 , 我 和 一 班 好 友 「 響 應 」 號 召 , 參 與 「 全 民 搵 地 」 運 動 ; 而 結 果 也 收 穫 甚 豐 , 就 是 發 現 政 府 坐 擁 大 量 空 置 閒 置 土 地 , 卻 偏 偏 不 善 加 利 用 , 而 專 向 那 些 無 立 錐 之 地 的 弱 勢 社 群 埋 手 。 我 們 又 拋 出 另 類 啟 德 規 劃 方 案 , 輕 而 易 舉 地 在 市 區 黃 金 地 段 , 尋 得 能 興 建 過 萬 個 單 位 的 用 地 ; 但 奇 在 政 府 卻 偏 偏 不 甚 領 情 , 對 民 間 方 案 視 而 不 見 , 聽 而 不 聞 , 只 一 味 在 現 有 住 宅 地 上 提 高 地 積 比 , 未 來 啟 德 勢 必 搖 身 成 為 香 港 新 的 「 屏 風 之 都 」 。 本 「 屢 敗 屢 戰 」 的 精 神 , 既 然 政 府 再 提 出 《 人 口 政 策 》 , 我 們 當 然 也 「 甘 願 效 犬 馬 之 勞 」 , 嘗 試 進 一 步 探 究 香 港 的 發 展 前 路 和 困 境 , 卻 竟 又 再 一 次 落 得 食 白 果 , 表 錯 情 。

或 許 什 麼 研 究 、 什 麼 政 策 、 什 麼 諮 詢 都 是 假 的 , 連 月 薪 十 多 萬 的 政 務 官 也 深 感 無 能 為 力 ; 想 要 看 些 動 真 格 的 東 西 , 我 們 只 能 依 託 梁 振 英 。 施 政 報 告 開 篇 大 談 「 年 青 的 」 北 上 廣 西 賣 紅 酒 , 相 信 大 家 都 仍 記 憶 猶 新 , 千 萬 不 要 以 為 他 只 是 信 口 開 河 , 我 深 信 這 才 是 真 正 的 《 人 口 政 策 》 ! 隨 未 來 高 鐵 和 港 珠 澳 大 橋 開 通 , 加 上 近 期 開 發 南 沙 的 鴻 圖 大 計 , 顯 而 易 見 地 , 我 們 的 特 首 已 不 再 是 香 港 的 特 首 , 而 是 深 具 區 域 規 劃 和 佈 局 的 視 野 、 以 泛 / 珠 三 角 盟 主 自 居 的 特 首 。 而 在 他 治 下 的 香 港 人 , 也 必 然 會 成 為 非 一 般 的 香 港 人 , 不 但 養 老 我 們 有 「 廣 東 計 劃 」 , 「 年 青 的 」 也 大 可 搵 食 行 遠 ! … … 而 本 地 的 爛 攤 子 , 則 留 給 不 會 在 普 選 投 票 的 外 勞 來 收 拾 ! !

無 論 是 當 官 的 、 參 政 的 、 社 運 的 , 在 上 述 「 一 藍 子 」 的 土 地 、 房 屋 、 人 口 和 區 域 種 種 規 劃 下 , 均 難 免 會 感 到 無 所 適 從 , 得 過 且 過 做 些 會 議 摘 要 出 來 , 但 求 「 我 要 做 好 呢 份 工 」 … … 然 後 收 工 , 盡 快 失 蹤 ! 但 無 論 如 何 , 作 為 無 權 無 勢 的 民 間 研 究 者 , 未 來 我 們 必 定 仍 會 一 如 既 往 ─ ─ 你 有 你 的 作 虛 弄 假 , 我 有 我 弄 假 成 真 ; 你 有 你 求 求 其 其 , 是 是 旦 旦 , 我 有 我 繼 續 stay hungry , stay foolish , 認 認 真 真 、 勤 勤 懇 懇 地 做 好 研 究 本 份 。 歡 迎 有 良 知 的 政 務 官 在 公 餘 時 參 加 !

沈旭暉: 假如西烏克蘭宣布獨立




對於烏克蘭,香港人想起的多是足球或美女,但日前於首都基輔獨立廣場的示威及血腥鎮壓,卻被網民瘋傳;有人看到利沃夫「獨立」及烏國人民「勇武抗爭」而感到振奮;有人因為烏國最終還是逃不了大國霸權的悲劇感到神傷;有的卻可能只因為反對派拍的短片而加入廣傳行列,曾被喻為歐洲糧倉的烏克蘭,是否再次成為俄羅斯、歐盟及美國政治角力的「食物」,還是示威背後有着其本土精神?歐盟最近終提出制裁烏國,總統也願意提前大選,局勢是否就此穩定下來?本周專題帶大家來到這個地帶政治的核心國家,思考鎮壓以外的其他啟示。

西烏克蘭的反對派據點利沃夫宣布脫離中央,會否是烏克蘭全面分裂的先聲?十年前,筆者曾寫了一篇關於烏克蘭的評論《撕裂烏克蘭、延續反恐戰》,不是說有玄學家的先見之明,只是烏克蘭東西分裂的苗頭出現已久,其相關背景,先不重複。現在不妨問一個問題:假如西烏克蘭真的宣布獨立建國,又會怎樣?

首先,國界的爭議,就幾乎不可能解決。烏克蘭不是聯邦制國家,除了克里米亞自治共和國擁有清晰的自治範疇、權限,「東烏」、「西烏」都只是約定俗成叫法。雖然西烏克蘭不少領土是在斯大林時代兼併所得,然而若要具體劃界,哪裏是親俄文化圈的「東部」,哪裏是親西方文化圈的「西部」,並沒有完全客觀的中線劃分。

邊界難分 易惹糾紛

要是烏克蘭24個州、兩個直轄市都要公投歸入「東烏」或「西烏」,州以下的單位有不同意見,也可以再搞公投。要是「西烏」成立民兵,佔領半壁江山,再在控制範圍內一次過表決獨立,那就是曠日持久的全方位內戰。當歐盟和俄羅斯都已成為既得利益者,也不存在有份量的其他調解人,屆時局勢不一定像敍利亞慘烈,卻恐怕連南北塞浦路斯分治的相對和平也做不到。

由於俄羅斯極不願意承認「西烏」獨立,「東烏」卻是原來的中央政府,擁有聯合國席位,「西烏」的國際空間會十分有限,就像科索沃那樣。目前持有科索沃護照的人,根本不能進入俄羅斯,去年就有科索沃球員因此不能進入莫斯科踢歐聯。「西烏」畢竟和「東烏」、俄羅斯交往密切,面積和人口亦不能和科索沃相提並論,要是這樣一個中型國家長期處於非正常狀態,對人民心理和國家發展都極為負面。

何況「西烏」獨立了,會否變成一個天主教國家?這又是一個危機。「西烏」一直是「烏克蘭希臘天主教會」大本營,這次宣布分治的利沃夫,原來就是其大主教教座所在地。這教會聽命於梵蒂岡的羅馬教廷,和烏克蘭最多人信奉的東正教形成對立,卻在海外烏克蘭僑民當中得到較多支持。問題是東正教在「西烏」依然有一定影響力,一旦「西烏」獨立,宗教問題可能更為突出,連內部和諧和共識也難達成。

當「西烏」立國,沒有了俄羅斯支援,自然更希望加入歐盟。但要達到入盟的客觀準則,不是一天就辦到的事。歐盟並非要真心援助西烏克蘭,只是以此牽制俄羅斯,隨時以「俄羅斯問題」為由拖延「西烏」入盟。烏克蘭經濟重鎮都在較富裕的東部,「西烏」則以農業為主,一旦「西烏」真的入了歐盟,歐盟的「共同農業政策」會否「微調」補貼,也值得關注。可以想像的是,俄羅斯可能對「西烏」貨物實行保護政策,更可能不再以優惠價提供能源給「西烏」,都會令「西烏」經濟百上加斤。不是說和歐盟整合不可能帶來出路,只是在得到新經濟定位前,「西烏」獨立初年的經濟水平,可能比現在更差,其他社會民生問題也不易解決。

先建聯邦 才是王道

更令人憂慮的,是目前無論是烏克蘭中央政府、還是反對派陣營,都已用到「恐怖分子」、「反恐」一類字眼加諸對方,這是極不健康的徵兆。假如兩地民族主義被挑起,都以此鞏固政權,伴隨而來的自然是找內奸一類行動,再繼而出現大規模人口轉移,這在東歐歷史曾反覆出現。這樣的折騰,需要更長時間讓社會回復常態,治安亦很可能變壞。

說了那麼多,是否「西烏」一定獨立無望?不是的。是否應爭取獨立,是「西烏」人自己才能決定的問題,但真的決定爭取,在目前國際格局,只會有上述後果。符合國際遊戲規則的獨立方式,應是先掩飾自己的獨立訴求,找一個面目模糊的中性候選人參選總統,贏了大選,然後以中央身份推動聯邦制,讓「東烏」、「西烏」分別享有克里米亞那樣的自治共和國地位,鞏固了邊界,確立了政治、經濟模式,再不斷修憲,最終和平分手。過程當然依然困難,但起碼是王道。

Carl Bildt: Europe’s Crisis in Ukraine




STOCKHOLM – How Ukraine’s profound crisis will end is impossible to predict. We in the European Union and the United States are doing what we can to secure a peaceful transition to a more stable democracy, and the implementation, at long last, of urgently needed reforms. And the agreement now concluded between President Viktor Yanukovich and the opposition should create a new possibility for this.

If the agreement is not honored, Ukraine could well continue its descent into chaos and conflict, which would be in no one’s interest. That is why Ukraine’s crisis is a European crisis. And, though we cannot know how the crisis will end, we should be very clear about how it started.

For years, Ukraine sought a closer relationship with the EU. Its leaders warmly endorsed the promise of enhanced ties under the EU’s Eastern Partnership, and pushed for an EU Association Agreement, together with a Deep and Comprehensive Free Trade Area. When those talks, which began under the previous Ukrainian government, were concluded, the agreement was endorsed by all four presidents and all 14 prime ministers to hold office since Ukraine achieved independence in 1991.

But, as the EU and Ukraine were addressing remaining issues ahead of the November 2013 Eastern Partnership summit in Vilnius, where Ukraine was to sign its Association Agreement, something suddenly changed. From August onward, Russian policymakers embraced the openly declared aim of knocking Ukraine off the course that it had chosen. A political campaign against the agreement was launched, and the Kremlin mixed targeted sanctions with threats of harsher measures against the already-weak Ukrainian economy.

Russian leaders publicly stated that if Ukraine signed a free-trade agreement with the EU, it would lose its free-trade deal with Russia, and high tariffs would be imposed on all goods and services. Severe economic pressure, it was made clear, would become open economic warfare.

Ukrainian President Viktor Yanukovich gave way. In explaining to EU leaders that he was not ready to sign the Association Agreement, he was very clear that Russian pressure was responsible for his decision.

This set in motion the chain of events that has now resulted in carnage and death in the streets of Kyiv. For many Ukrainians, Europe was the symbol of hope of a better life; suddenly, they felt betrayed by a political elite that they had long perceived as being incorrigibly corrupt. So, to be clear, it was the Kremlin’s pressure, and the Yanukovich administration’s vacillation, that produced the current crisis.

Had Yanukovich decided to stand up to Russian pressure, there is no doubt that Ukraine would have faced difficulties. But, with an EU Association Agreement and the possibility of solid financial aid and reform assistance from the International Monetary Fund, the Russian measures would not have been sustainable.

Of course, the reforms asked of Ukraine would have been difficult, but no more difficult than what had been asked of other ex-communist countries that saw their future in and with Europe. There would have been light at the end of the tunnel, and, as Ukraine embraced the reform process, it would have been seen as a determined and democratic European country.

Instead, Yanukovich opted for a short-term strategy narrowly focused on his own political survival – a strategy that the protesters increasingly came to view as a game of deceit and betrayal. As the regime started to use violence to repress its opponents, violent opposition groups gained credibility.

Free trade with both Russia and the EU would obviously have been good for Ukraine’s economy, thus providing a boost to the Russian economy as well, notwithstanding the oft-used but fundamentally bogus argument that EU goods would flow into Russia via Ukraine. (Has anyone heard Americans complaining that the free-trade agreement between Mexico and the EU is undermining the US economy?)

Russia is intent on building a new strategic bastion in the form of its proposed Eurasia Union, and it seems determined to force Ukraine to join. While publicly grumbling about supposed EU pressure on Ukraine, the reality is that Russia brutally extorted the country into abandoning its EU course. That is the source of this crisis; the facts speak for themselves.

Even under the best of circumstances, the road back for Ukraine will be difficult. Russian pressure and destabilization, and the crisis to which they have led, have created new fissures in Ukraine’s society and have caused further damage to its fragile economy.

And that damage could, one day, spill over into Russia. The Kremlin should have an interest in a stable and reforming neighbor that, like other countries, is also seeking a close relationship with the EU.

Yevhen Bystrytsky: Can Ukraine Be Saved?

KYIV – Acrid black smoke hangs in the air and stings the eye in much of central Kyiv, where state repression is dampening hope of resolving Ukraine’s political crisis. With a truce between the government and the opposition shattered only hours after it came into effect, and with dozens of people reported killed in recent days, any hope for an end to the country’s deepening civil disorder appears to be fading fast.

Yes, a tentative settlement has been reached, following mediation by European Union foreign ministers, with a promise of early elections. But such settlements have been proposed before, and no agreement is likely to gain broad acceptance unless it includes the immediate departure of President Viktor Yanukovich.

In fact, Yanukovich’s government seems prepared to use any and all measures to remain in power. Taking a page from Russian President Vladimir Putin’s playbook, tax police are prosecuting civil-society organizations in the hope of cowing them into silence and irrelevance. Yet, despite such intimidation, Ukrainians from all walks of life have been protesting for three months in cities across the country.

At its heart, this is a struggle between Ukraine’s European-oriented West and its Russian-fixated East for the country’s geopolitical soul. Will Ukraine move closer to the European Union or instead join the Russian-dominated Eurasian Union?


Despite the mounting violence, Ukraine is not on the verge of civil war – at least not yet. But make no mistake: the risk of the country – and its military – splintering is very real, as Yanukovich’s decision to sack Volodymyr Zamana, the head of the armed forces, attests. The conflict needs to be stopped now.

To achieve that, Ukraine needs a transitional government of experts and a new constitution that returns the country to the system that prevailed until a decade ago, with power divided between Parliament and the president. Moreover, a presidential election should be held within three months, with a new parliament voted in soon after.

But Yanukovich has shown that he does not want a negotiated solution. Until the recent surge in violence, it seemed that dialogue might defuse tensions. An amnesty for detained protesters was offered, and protesters agreed to withdraw from government buildings. But when demonstrators fulfilled their promise and evacuated occupied buildings, Yanukovich resorted to force in an effort to end the protests altogether.

Indeed, the police began firing into crowds of demonstrators, and have reportedly killed at least 70 and injured hundreds more. Hospitals are overflowing, and many people are avoiding state clinics, because they are afraid of being detained – or worse. The activist Yuri Verbitsky, a mathematical physicist, was abducted by five men in late January from a Kyiv hospital, where he had gone to seek treatment after being injured by a stun grenade at a demonstration. Verbitsky’s battered body was found the next day in a forest outside the city.

Any prospect for resolving the crisis ultimately depends on regaining citizens’ trust in their police and security forces, which are now viewed by many as an occupying force. To reestablish the public’s confidence, there can be no impunity for those who fired bullets or gave the orders to fire. Officials’ excessive use of force, and the government’s reliance on semi-criminal thugs (known as titushki) to attack protesters, must be thoroughly investigated.

But, even as the ongoing violence makes such an investigation all the more urgent, Ukraine’s prosecutor and courts refuse to act. That is why it is crucial that a high-level international mission – comprising civil-society leaders, the Council of Europe, and the European Union – launch a comprehensive inquiry and pressure Ukraine’s government to cooperate.

The EU and the United States have introduced diplomatic sanctions since the latest round of murderous violence began. This should include a travel ban not only on all officials who ordered, oversaw, or implemented the crackdown, but also on Yanukovich’s political enablers: the oligarchs who are now sitting on the sidelines while spiriting large sums of money out of the country.

Sanctions should be lifted only when a credible investigation into the last three months of violence is permitted and a technocratic government is in place (at which point the EU and its member states should offer concrete economic assistance). Prime Minister Mykola Azarov resigned last month, ostensibly to make way for such a solution. But Yanukovich has refused to take the next step, or to commit to constitutional reforms, which largely explains the protesters’ growing frustration – and their determination to press ahead in the face of brutal repression.

There is a perception in the West that all of Ukraine’s political forces are weak, divided, and corrupt. And there are growing concerns, often fueled by sensationalist media coverage, that far-right forces are gaining the upper hand within the opposition camp. But, though such forces do exist, the vast majority of demonstrators on the Maidans across the country are ordinary people angry about abuse of power, state violence, official impunity, and corruption.

For the venal and vicious elites who have taken control of Ukraine, the real threat is these demonstrators’ perseverance, not the provocations of a radical fringe. Indeed, while I refuse to believe that Ukraine’s march to civil war is unstoppable, I also know that our citizens will never be silenced again.

Harold James: 歷史和歐洲




普林斯頓  — 歷史有着不同的重要性。對某地方某些人來說,歷史意味着深遠地緣政治的各種力量衝突不斷:四百年前和今天無異。對其他地方和人來說,歷史啟示要擺脫自古到今的困境和過時的偏見。這分歧正是目前歐洲內外的學術爭論。

今年是第一次世界大戰爆發一百周年,多篇對這場【結束所有戰爭的戰爭】的嶄新分析紛紛付梓。我們好像看到和帝國時代的歐洲相似之處, 尤其是它堅信世界的緊密聯繫和繁榮 , 任何倒退都無法想象。如今,儘管全球供應鏈應帶來文明效果,但敘利亞和南海等戰爭一觸即發的地區仍可能摧毀全世界 —— 就如一九四一年的波斯尼亞衝突。

反思第一次世界大戰的影響也可藉此重温這時代的思維。英國教育部長邁克爾·戈夫(Michael Gove)最近向一羣認為這場戰爭是徒勞無功的的歷史學家發表具爭議的觀點,認為它是一場正義之戰, 是對抗德國精英冷酷無情的社會達爾文主義, 不難看到是影射當今歐洲的權力鬬爭。

但對於解讀英國的以往來說,1914年並非唯一觸目的比較點。明年將是滑鐵盧戰役和拿破侖最終戰敗兩百周年紀念。英國右翼政客伊諾克·鮑威爾(Enoch Powell)常說歐洲共同市場是德國人和法國人因被英國打敗的報復。

慶祝和紀念這些戰爭將對現代歐洲糾紛充滿象徵意義。英國首相卡梅倫已更改與法國總統奧朗德原定在布倫海姆宮(Blenheim Palace)舉行的高峰會議,原因是法國外交官員知道布倫海姆宮是為了慶祝一七零四年馬爾堡公爵(Duke of Marlborough)約翰·邱吉爾(John Churchill)在巴伐利亞小鎮布倫海姆附近打敗了路易十四的軍隊而興建並以此為名。

一七零四年充滿歷史意義。戰勝法國並為一七零七年英格蘭和蘇格蘭的《統一法案》奠定基礎, 而這一法案的去留會由今年蘇格蘭舉行的全民公投决定。

在歐洲大陸的其他地方,觸動人心歷史的日子期也如是被利用或濫用,在現今的政治爭論中用來勾起敵人的形象。幾年前,一部俄羅斯電影乾脆以《1672》為名,喚起俄羅斯歷史上的動蕩年代(Time of Troubles),當時領袖不濟引致俄羅斯遭波蘭貴族和資本家滲透, 侵略和顛覆。電影導演弗拉基米爾·霍金恩科(Vladimir Khotinenko)說,他的觀眾『不把它看成是遠古老的歷史,而把它看成最近的事件……將400年前和現今所發生的事連繫起來』致為關鍵。

俄羅斯正竭力把烏克蘭重新攬入它的勢力範圍,另一個古代日期隨即顯現:1709年,彼得大帝在波爾塔瓦戰役(Battle of Poltava)中大破瑞典和哥薩克軍隊。這場戰役也成為一部最新俄羅斯電影《君主的僕人》(The Sovereign’s Servant)的主題。俄羅斯電視評論員把支持烏克蘭親向歐洲的國家如瑞典以及已經在瑞典影響力區內的的波蘭和立陶宛的支持原因是為波爾塔瓦戰役復仇。

歐洲西面及東面邊陲常記住它們與歐洲中心區戰鬬的日子:如1914、1815、1709、1707、1704、1612等等。相反,歐洲中心則熱衷於超越歷史,致力於建立制度去避免在二十世紀上半葉蹂躪歐洲的衝突。歐洲一體化計劃便是從過去的壓力和束縛中尋求解放。

二次世界大戰後,戴高樂發展一套複雜的玄學來解釋法國與問題重重的過去之關係。每個歐洲國家都曾遭遇出賣。『法國受的苦更深,因為它被出賣的次數比其他國家更多。正因如此,法國一定要擺出寬恕的態度 …… 只有我能夠讓法國和德國冰息前嫌,因為只有我可以令德國從墮落中崛起。』

溫斯頓·邱吉爾(Winston Churchill)(馬爾堡公爵的嫡系子孫)在戰後也如斯憧憬歐洲能化解以往分歧和國家間的爭執:『這片高貴大陸……是基督教信仰和倫理的泉源,』他說,『若歐洲一早就分享共同遺產而團結,那麼它的三億四億人民將享受到無盡的歡樂, 繁榮和光榮。』

現時以歐洲為核心是否太幼稚或太理想?擺脫歷史真的可行嗎?反之者,歐洲邊陲地區對歷史里程碑如此着迷是不是有甚麼不尋常原因呢?在英國和俄羅斯,這種着迷似乎並不只是一種確立國家利益的方式,同時也是呼喚從昔日帝國淪落的夢魘中醒過來的人民。

戴高樂和邱吉爾都熟識戰爭,他們希望跨越血流成河的波爾塔瓦、布倫海姆和滑鐵盧。他們把歷史當作一種實實在在的教訓,擺脱以往。歐洲邊陲地區卻與此相反,要走回以往。
